User Story or Problem Statement

Next Build fails on CMS Tugboat due to not using the node version it requires (v18).

Description or Additional Context

When Next Build moved to Node v18, it use on Tugboat was not updated to reflect that. This results in Next Build environments on CMS Tugboats failing.
