Figures and Tables TOC not working

When I run the example code from here (using pandoc ver3.1.1, officedown 0.3.1, officer 0.6.5, rmarkdown 2.26):

I get the attached:

i.e. there are no figures listed under "Table of figures", where I would expect "Figure 1: A boxplot". If I look at the TOC options in word the following are selected for this TOC:

I can retrospectively correct this by selecting "Image Caption" style instead, but I can't see what is going wrong here. Any ideas on a fix welcome!
