Permission to release new version

@Yanay1 @vipasu I am wondering if one of you can give me permission to deploy new versions to the pypi site for gofer_submit.

We are wanting to remove the select box for courses since the hub is no longer needing to support multiple courses.

I have not heard from @vipasu so I might create a new distribution. We are using otter-grader with a newly constructed k8 deployed otter-service for the EdX courses. There are some legacy gofer pieces -- like the path(/services/gofer_nb) which are difficult to change. I will call the distribution otter_submit and reference gofer_submit. Thanks
