There are new test failures on [release] Bump version on main to 3.8.

The tests

pkg/dartdev/test/commands/create_integration_test RuntimeError (expected Pass)

are failing on configurations

unittest-asserts-release-linux-x64

This needs a version bump of some packages, e.g.:
https://github.com/dart-lang/build/blob/master/build_modules/pubspec.yaml#L10
