Is your feature request related to a problem? Please describe.
Make tesar installable from an rpm.

Describe the solution you'd like
Create development builds, and stable main builds in copr.fedorainfracloud.org
Ideally, use Packit to build the rpms.

Additional context
Split into two repositories - tesar and tesar-devel
