Add CWE definitions and synonyms to ontology

Right now we import the CWEs but only maintain the label in the ontology. Similar to when importing attack, we should add a definition to the CWEs. This will possibly involve moving from YARRRML to Python, similar to update_capec.py which also imports an XML source file
