It's entirely possible, since a SlotFill does exist for this: https://developer.wordpress.org/block-editor/reference-guides/slotfills/plugin-more-menu-item/

Does it make more sense for the Duplicate feature to live there and then Add New button to simply be an add new button? This would definitely mean I'm not introducing a new design pattern into the Block Editor and living a bit more seamlessly within the UI the Block Editor has defined.

This idea came up in the Gutenberg issue. WordPress/gutenberg#38554 (comment)

Or is that adding unnecessary friction?

Or should it perhaps live in the status and visibility panel as a Tertiary button?

As long as QuickPost lives in the toolbar, I think it makes sense to keep the duplication feature in there too. If that changes then there's room to consider whether duplication should move. For now, closing this issue.
