Preference window for tray always on top

When you open tray preference it always stays on the top and it doesn't highlight the minimize button.

This is actually by design. Since the tray app icon doesn't appear on the bottom bar, most tray applications set the window to always appear on top.

We can enable the minimize button, but something like settings window is not very often kept around, people change the config and be done with that window.
