Add support for a new language

Hi,

I have deployed deepspeech and was able to run the model for English. I
am interested in adding support for my own language. Are the steps
defined somewhere on how to go about it? I can find the cache for the
training material

And the new language is based on Sanskrit and non-latin characters

You should have a look about all the topics explaining training, as well
as the documentation we have on how to train :-). It's in README.md.
