There's no LICENSE file in this repo. Since the image is used by Podman Desktop, can I assume the Podman Desktop license (https://github.com/podman-desktop/podman-desktop/blob/main/LICENSE) applies?

Just a clarification, Podman uses this. Podman Desktop uses Podman. If we had or have to license this repo, then it would follow https://github.com/containers/podman/blob/main/LICENSE which I think is largely the same as what you posted but I didn't verify that.

The idea of licensing never came up to me because there is no code being distributed as binary here. I'll discuss with the team tomorrow and if appropriate, we can take action.

That should not matter, there are still our scripts and tests here and they should have a license too.
I think using Apache 2 like our other repos is the obvious choice.

As for the content of the actual disk image generated here it contains of fedora coreos and thus fedora rpms so the licenses of each respective package applies.
