PRB Review - old IE code #7

Header contains IE7/8 code and tells us that if IE is less than IE8 we should update browser :-). Is that actually necessary these days?

The vendor code contains Modernizer 2.8.3. Latest is 3.5.0. Is Modernizer needed at all?
