[NGO Admin] Unable to save form after language modifications

I tried to duplicate a form with base language=EN and with translations in BG. After deleting the BG translation and adding RO translations instead, and completing all the translations, the form fails to save and an error toast appears.

Steps to Reproduce:

1. Duplicate a form with base language=EN and translation in BG.
2. Delete the BG translation from the duplicated form.
3. Add RO translation.
4. Populate all fields with Romanian translations.
5. Attempt to save the form.
