[NGO Admin] [Observer Forms] - Filter by form status not working

The filter functionality for form status in the "Observer Forms" section does not work as expected. Selecting "published" as the form status does not return any results, even when there are forms with this status.

Steps to reproduce:

1. Go to election event -> observer forms
2. Try to filter the list by selecting the form status "published" / "obsolete" / "drafted"

Expected result:
The list should display only the forms with selected status.

Actual result:
All forms are displayed, ignoring the selected filter.
