Implement Layout Page Block component

2 types of Layout Page Block (default with max width and centered and stretched max width 100%).
add slots: right, left, default (if none - width - 0).
rename var(--layout-block-width) with layout-sidebar-width (left and right columns width).
use var(--layout-content-width) center column max width.
replace ThreeColsLayout component with Layout Page Block.
in playground use Layout Page Block.
in playground add Layout Page Block documentation.
