In a nutshell, gamification rewards participation. Examples are many: StackOverflow, GitHub...
We could use it as well to encourage citizens involvement. The important part is attention to details in encouragement design. The subtleties of design will puts some demands on gamification engine.

We can use open source gamification engine. This one: https://github.com/ActiDoo/gamification-engine or https://github.com/ngageoint/gamification-server or one of these: http://enterprise-gamification.com/mediawiki/index.php?title=Category:Open_Source -- need research.

Also: "there is a module for Drupal called UserBadges that you can use together with User Points which you can modify to meet your own needs. You can even get more complicated and use CCK and Rules to create your own badges."
