Incorporate Mobx for Global State Management

As we start to incorporate more endpoints to support further visualizations it would be useful to have some form of global data store.

While there was discussion of a standard Redux approach, further discussion yielded Mobx as an alternative that could offer some simplicity and distinct advantages for a data visualization workflow.

We should convene as a team to coordinate this when.
