Description of the bug

The scroll is not working on the marine list of the OW Console

What's the difference with what should have happened?

There should be a scroll if the marine list is greater than the window high

How do we reproduce this bug?

1. Join with a role that can access the OW Console
2. Try to scroll the marine list
