[Feature] Change the overall settings of a CVAD site

Describe the feature request

Summary: The site is a top-level, logical representation of the CVAD site, from the perspective of the brokering services running within the site. It defines various site-wide default attributes used by the brokering services.

Is this an enhancement to an existing resource or data source, if so which one? While the citrix_site data source exists, it only retrieves a limited set of attributes, and there is no equivalent resource for making changes.

If this is a new resource or data source describe what it should do. The first iteration of this resource should allow modification of site-wide attributes, including but not limited to: DnsResolutionEnabled and TrustRequestsSentToTheXmlServicePort.
