Add a tutorial/help screen

Acceptance Criteria:

The tutorial should show up when the app is first started
The tutorial should show up when the user first interacts with help/list view features
Once it has been dismissed, the tutorial should only show up when the help icon is accessed
The tutorial should cover:
- What the app is about
- How to add spots
- What rules/regulations means
- How to access help
- What the parking pin icons mean
