Docs update maybe needed, <description> field is limited to 4000 chars

This ticket is a request for change the documentation for limit of 4000 chars of <description> field in the docs.

That's only a Chocolatey.org type of issue. I think you'll see when we pull in validation to choco pack, you will have everything validator finds right there at that time without having to push it anywhere.
