Issue Description

Gets kickoff txid, checks wheter it is a malicious kickoff tx.

Tasks

Parts of the task:

Get the raw tx
extract operator id and move txid
Make an rpc call to Citrea to get the withdrawal intent
Check if the there is any payout tx
Check if the operator id is the one who pays that payout tx
