Create a Streamlit dashboard for Intake metrics #1206

Create a streamlit dashboard containing metrics like:

Number of requests over time
Requests by geography
Resource type requests over time

The data will come in from GCS as JSON.

We can host the dashboard on Google Cloud Run.

We no longer use Intake and the usage metrics work has been revived with this PR!
