"Adaptation" culture perk not working as intended? #46

I had a two 30+ cities and two 20+ cities and 5 10+ cities but when i picked the perk i only got 3 happiness back. Was expecting getting at least 10 more happiness. But since i cant tell when the "censorship" purification ideology perk is in effect, i dont know if thats the cause... no, i have 13 cities, so the score should've changed by way more if censorship had toggled off

Got the stats? What's the total unhappiness?

Hmm, looks like a vanilla bug - I have no idea how to fix it atm
