GitHub pack instructions are fragile on mac #488

in the .github script:

 - name: Pack (macOS)
  if: matrix.config.os == 'macos-latest'

But because we have to use the macOS-14 for latest Xcode version, then we aren't packing. See #487 . We should have a more stable way of doing this.
