Чтобы всегда располагать последней информацией о коммитах в главном проекте, неплохо иметь небольшую утилиту, позволяющую показать, что было добавлено и что нужно перевести и добавить в этот репозиторий.

Если форкнуть основной проект, разве GitHub не будет отслеживать изменения?

Все так, только если не следить за ними какое-то время, внезапно можно обнаружить десятки мелких изменений, и пропустить что, например, появилась новая секция / тулза
