[windows] window-blurbehind make window unable to move on windows 11

Describe the bug
if a windows enable the window-blurbehind (like window-blurbehind="light"), the window will not be able to drag on windows 11

To Reproduce
Steps to reproduce the behavior:

1. Execute run-calculator-sciter.bat
2. Drag the window

Expected behavior
Move windows smoothly when enable window-blurbehind
