change deleting tags to "archiving" tags #398

Deleting tag makes old posts weird (show the UUID), makes it hard to serach for

Instead, "archive" making it not show up in autocomplete / removes subscriptions, but keeps history

Maybe, do allow deleting for tags that don't have any threads/messages

and/or... remove tag permanently (disassociate from conversations)
