HYSTEM-EXTRAN REG format issues

The HYSTEM-EXTRAN REG format is missing the following features:

• Fix reading and writing data with daily timesteps
• Read and write series title and unit properly
• Interpret unit "MM/IB" properly as mm per timestep
• Read and write other file metadata
• When reading/writing daily data: 10 entries per line for the first two lines and the remaining entries of the month on the third line
• Deal with gaps/nodata properly
• Handle variable number of header lines 441: Anzahl der Kopfzeilen bei Hystem-Extran-Import nicht variabel #22

Probably there is more to do if we look closer at the specs and have more test data

I'm not sure how many Wave users even use this format, so this is low priority for now

I'm not using Hystem-Extran but I know that many private companies and public administrations do. I have send out information about Wave to some people working with Hystem-Extran but haven't received any feedback yet. Let's wait a while and see if we can motivate somebody to use it and to give feedback.
