panel moveable mode.. header part jumps off screen

If you play with the panel in touch mode and move it around a bit and resize it, the header jumps off screen.
When that happens, it is a struggle to get it back so you can do something with it, (like turn movemode off).

need to reset to make it useable again.
This is in desktop chrome with server touch mode responsive device testing.
