Unusual behaviour w/ validation/upload process window

A couple of unusual things i noticed this afternoon:

1. when an error message is returned, if you click on it, it pops up and down several times and closes.

2. Some random server error messages i couldn't catch but then if i retried it worked.

3. Occasionally, a "No Process Detected" message pops up and obliterates the usual text

I tried shift-reloading the page and still see this behaviour... doesn't ALWAYS happens, just occasionaly. You can test on DEV server biscicol.org:8179
