Ability to filter out messages at BPP

This is a discussion that came up in the ONDC initiative discussion. There was a usecase mentioned where the BPP wants to only reply to some of the messages in a domain and ignore those not related to them. Is there any best known method to do this without doing it in the BPP code base.
