Describe the task
Currently sonarcloud analysis on the code is not being run. This task would see the following:

figure out what needs to be done to get this project set up with sonarcloud service
Review the quickstart which contains link on what tokens need to be configured, and how to get access to sonarcloud for bcgov
Once Sonarcloud is running update sonar cloud badges in the readme.md

Acceptance Criteria

new PR.s run the code through sonar cloud
Readme.md shows the status of the latest sonar cloud runs
