Bug: Reporting Dashboard - Continue button enabled when status is Submitted

Describe the Bug:

When a report has been submitted (so the status is changed to submitted) the "continue" button (under action) should no longer be enabled. If users want to make a change to a submitted report, they need to click the "edit submission" button under More, so it creates a new version of the report.

(How bad the bug is when it does happen, scored from 1-5. For example, effect of 5 is "the entire app crashes and makes it unusable for all users" or "the bug causes the wrong data to be saved, with critical information (e.g. payment) being affected." whereas effect of 1 is "It makes some styling look a little bit weird.")
