Stick to bottom

Is it possible to create an sticky sidebar like this page? https://abouolia.github.io/sticky-sidebar/examples/scrollable-element.html

The point is when viewport is smaller than sidebar height, it scrolls to the bottom of sidebar then make it sticky and when scrolling up it makes the top of sidebar sticky.
