What does enola-dev/enola#1146 (which apparently is caused by this rule) mean, and how do I fix it?

You need to update rules_apple past 3.16.0 or downgrade bazel, you can override the rules_apple version without upgrading other deps if preferred

Oh! Believe it or not, but I actually was clueless that one can just do this... "pinning" it works great - this is awesome.

Having learnt that's how the modules work I was also able to fix another (unrelated) such problem; see enola-dev/enola#1163.
