Prerequisite tests part of none of the 13 Exchanges

How are tests like this IFC4.3AbRV_E0_MSTP (Model Setup & Positioning) supposed to work for software vendors?
Is it going to be a "free" test? Free because it's a prerequisite for another test that is part of a "paid" Exchange? (This being E0)

Another example is this IFC4x3_AbRV-E??-GLOB (Global Positioning RFI dataset), just extracted from my dataset. (Who knows how many other "common base" tests of this kind we'll have)

There will be a bonus/unpaid E0 with all test of this type? Will E0 be an Exchange like all others? Will SV be forced to undertake (and pay) for such Exchange and its tests?
