Spoke-local-portfolios product termination

The constraint role association stacks to products are not deleted automatically and hence puppet pipeline failed to terminate.
Workaround: Manual deletion of constraint role association stacks across all spoke accounts before status: terminated in manifest file.

Latest puppet version is used.

Expected behavior
It is expected to delete associations- stack during status: terminated
