Shouldn't it be %fixed_filename%.app not just %fixed_filename% ?
Just %fixed_filename% didn't work for me. It was resolved to just Xcode in both paths so both commands containing %fixed_filename% failed.
Running postinstall_script for SW_Xcode...
Developer mode is now enabled.
/tmp/munki-_0y7gdxp/postinstall_script: line 7: /Applications/Xcode/Contents/Developer/usr/bin/xcodebuild: No such file or directory
ls: /Applications/Xcode/Contents/Resources/Packages/*.pkg: No such file or directory
Adding .app in the override did fix it.
