OpenML ConnectionReset ConnectionRefused #113

Sometimes (especially in the CI environment) OpenML crashes with a ConnectionRefused / ConnectionReset error.

A potential solution is to change a setting in the openml config:
https://openml.github.io/openml-python/main/usage.html#configuration
We have to set the retry policy to robot.

Steps to solve this issue:

Update the used openml version from 0.10.2 to a newer one.
Update the openml data manager
Set the retry policy to robot
