Build a new release so we don't need an EOL .NET version installed

Hi, please can you build a new release so we don't need an EOL .NET version installed (.NET 5)? This shows up as a Critical vulnerability in vulnerability scanning systems.

Also, I looked at the diffs and tested this fork as it has a release:

Do consider merging in those changes (which include a schedule for jiggling). The issue with that release is that it is not signed, so it could fall foul of corporate policy.

Updated to use .NET 9 with #96 so the next release should fix this
