When ApplyOutOfSyncOnly=true the hooks are being executed when documentation says otherwise

Wanted to get clarification on a behaviour we are seeing where ApplyOutOfSyncOnly=true is set, the hooks are being executed.

The documentation on Hooks/Selective Syncs states that hooks are not executed when a selective sync is executed.

Does ApplyOutOfSyncOnly=true not do a selective sync?
