Deleted runs are not automatically re-running

Some runs failed. Using the web UI, I selected the failed runs and deleted them. In our staging system (with 8 DAGs), this action would trigger Airflow to re-run the deleted runs. On our production system (which has 124 DAGs, but otherwise the same configuration) this action deleted the runs but did not trigger the re-runs. Waiting a day did not help. We then rebooted the server, but that did not help. Waiting another day did not help.

What has helped was "clearing" the run that occurred the day before the deleted runs (the DAGs are run daily). For example, clearing the runs on the highlighted dates fixes all three deleted runs:

Is there something I can do to manually trigger re-runs of all deleted runs? Any suggestions for why these two systems might behave differently?

Airflow 2.9.3, running on Ubuntu.
