Entire VM selector cache is deleted upon one CES delete

Describe the bug

VM Selector Cache is used to identify if imported VM is agent or agentless. With multi-CES feature, if a CES is deleted, it will wipe out all entries in the cache.

To Reproduce

Create 2 CES selector with agented as true. Delete one of the selector. You will observe other CES entry is also deleted from the VM Selector cache
