Hacktoberfest Spam

Thankfully we have not had any Hacktoberfest 2020 spam in this project, but it has become an issue for many other open source projects. I just wanted to make this quick PSA in case we start seeing some nonsensical pull requests. Of course if anyone wants to submit an actual pull request we would love to see it!

Update: DigitalOcean has made Hacktoberfest opt-in only

I enabled the opt-in. I guess spam stopped after the initial boom.
