As far as I know there are no complete documentation for IGN SDK API. I could only find from https://github.com/anak10thn/ignsdk-qt/wiki, which from quick look doesn't reflect current state of IGNSDK API.
I suppose maintaining this kind of API documentation is quite troublesome, unlike doxygen style documentation which can be done easier.

I just sent pull request for early API documentation effort using doxygen #190 , also included complete documentation of fs.h ,
