Segment development tasks

1. Admin can create a segment by adding name, description
2. Initially, the rules should be empty
3. In the create form, once the segment is created, Add rules button should be visible
4. Add Rule should be an independent component
5. To create a rule, Admin should select the Rule checkboxes
6. On selecting the rules, the configurations should be visible
