Adds a migration task to migrate old country data to the new location_code column

Temporary performance adjustments

Move signature count updates outside the lock
Temporarily disable journals

Move count checks to daily

It's unnecessary to run these check/updates all the time, let's cron it to once a day in the middle fo the night to avoid any DB spikes
