FEATURE REQUEST: Add the ability to run commands when a region is reset

I'd like to request a feature for that allows you to run custom commands when a sold or rented region reverts to the default after either a manual reset or a reset due to inactivity.

This would allow users to customize further, perhaps giving back the portion of rent remaining, sending a message, or even saving a schematic of a region prior to it getting reset.
