Splash - Hidden scroll bar interferes with feedback button

Description:
Seems that the hidden scroll bars prevent interaction within the space of the scroll bar, even when it's hidden. Need to wrap the app container in another div that leaves space for the scroll bar.

Severity: Low - miner inconvenience

Visibility: Med - all chrome and safari browsers

Repo:

1. Try to click on the feedback button just to the right of the word "feedback"
2. Nothing happens

What should happen

1. Feedback panel should expand
