most of this should run on windows-latest, just need to check for anything out of the ordinary

the release creation action that I picked has a flaw, that another developer has fixed in his own fork, so I can use the fork to get the updated code. I'm going to try that for several of my repos to be able to upload the build right after.

Describe the bug
https://github.com/rymndhng/release-on-push-action does not provide the upload_url correctly

https://github.com/DasBen/release-on-push-action does apparently, so I'm going to try it out as a bug-fix
